It would be more just if the State Prosecutor lay charges and allow a judiciary process (i.e. Court Process) to proceed. Negotiating with the State subverts the justice system to provide her a favorable outcome. Angola will continue to abuse democracy to serve the well connected

Mozambique government forces beating and abusing unarmed suspects while others watch, film and cheer. These men in uniform are supposed to enforce the law and protect everybody- including suspects.

This could be d first major attack to a school in Cabo Delgado since October 2017. They have burned villages, ambushed transport...now they are targeting schools. Schools must be safe zones during conflicts.
