There are many places that have tried testing strategies. We have seen outbreaks immediately afterwards. I haven't seen any attempt that worked.

This hasn't worked. Unfortunately quarantine can't yet be replaced by testing. PCR tests are 30% false negative, and that is when there are symptoms. Given a 14 day incubation period the risk of becoming symptomatic later is high.

21 European countries reported the highest infections since the pandemic yesterday, including UK's 26,684, drastically exceeding previous daily record.

Europe yesterday set new high of 194k; daily average climbed over 175k. France is the current epicenter, which reported a new high of 41,622 yesterday. Spain and France see total cases surpass 1M, becoming the 6th and 7th country globally to have more than 1M cases.

I think the question to ask is if we do it will we thank ourselves in a couple of months. People in countries that are successful don't understand why the rest of the world is still struggling.
