For the threat of violence to be an effective deterrent, the shooter would have to be thinking rationally and want to survive/escape. But school shootings aren't rational acts, and they end with shooters dead (frequently by their own hand) or arrested -- escape isn't the outcome.

Sheriff Scott Israel: An armed deputy was present during the Florida school shooting that left 17 dead, but took up a position outside and "never went in." He should have "went in, addressed the killer, killed the killer." The deputy was suspended and subsequently resigned.
