should there be special exceptions for street parking rules though? seems like this sort of risk is just part of the tradeoff of choosing to use free government street parking

You can always count on parking enforcement in this city :) They found our stolen car (and told us after ticketing it twice iirc).

Not sure if this would work, but perhaps De Guzman could file suit in Federal court under the Americans w/ Disabilities Act (ADA). He had a bona fide disability, although temporary, and SF failed to accommodate him reasonably. Probably more of a political remedy here ....
