Johnson on why he did not hold a vote on the other two nominees to at least get a quorum to work on the current backlog: "These types of boards, you want to have a partisan majority in favor of the president's policies."

Two MSPB members are needed for a quorum to adjudicate cases of political interference, cronyism and discrimination. And there is currently a backlog of 1,590 cases, built almost entirely since Jan. 2017, when the board last had a quorum.

Senate HSGAC recesses after voting no on Andrew Maunz for MSPB, and without voting on the other two nominees. Chair Ron Johnson said filling MSPB is unlikely this year unless Sen. Rand Paul or one of the democrats change their mind. Maunz was voted no by a seven-to-seven margin.
