You can right-click target -> Properties and change shortcut icon there; however, there is no customization for pinned modern apps, you're right.

Perhaps chrome is enumerating shell:appsfolder. That takes several seconds.

What’s worse that there is no way to reset this stuff. That turns into testing hell as well. As for development, all hope was lost when they irreversibly reverted / broken access check APIs they promised on WWDC session.

It makes sense as proper apps should not show 'wants to access X' dialogs. It works on filesystem level, not TCC level, has different attribution/responsibility mechanisms. Access is given to the app after using open dialog or bookmark is shared (via drag&drop or other means)

You can try installing 1909 in Parallels Desktop, that's where this comes from

I guess I'm dumb (I've used esentutl from Win7 and it considers all Win10 catdb corrupted). Still in all released 1909 ISOs you can't install drivers in oobe specialize stage and \catroot2\dberr.txt is full of errors after install. Proper esentutl only finds warnings

If you check the catdb file in wim image it is corrupted. Windows can repair it (not sure when) so casual users are not affected, but those who deploy images with unattended customization may find drivers and apps failing to install
