That it's bad that people are poor enough to need them, and it's bad that those people don't have better options.
But that given this is true, it's not bad that they exist, and banning them without fixing the conditions that make them necessary would make things worse.

I'm not sure what you mean. I don't think govt should step in to ban payday loans. I'd be happy if govt stepped in to offer loans better than payday, but suspect they would find this is harder than they think (although possible if subsidized)
