Right. I said doubt. I don’t know for sure. Large costs imposed on a limited set of people are easy to point to so occupy most of our attention. But the utilitarian framework teaches us that smaller costs imposed on a much larger set of people can also add up to big social costs.

Definitely not even remotely close to the right way to do the calculation. We want to measure the social welfare misoptimization. For example, lots of those people being in prison raises the social welfare of people outside prison. Also not all the traffic time is inefficient.
