It was very difficult for us to get a certificate for Windows Authenticode and for Apple, as a French non-profit: we are not individual, not a US 501, not a company... It took us days to get them... And every expiration is a sweat.

I can vouch for duplicity, it's very good. I know you said you can't afford cloud backups, but have a look at backblaze B2, it's 0.005 dollars per GB per month for upload.
