If I'm reading this PDF correctly? 1. ANYONE in the US who came by sea or air having expired Visa, ANY types of visa etc, refugee status, is subject to "examination" 2. 100 mile border limit checks are still in place. We've reached the "Show Me Your Papers" part.

Yeah. Apparently per the reg they say the notice and comment period do not apply in this case. Haven't read it yet to see what twisted logic they use to support that.

They make several claims that notice & comment period would be contrary to the public interest and that Congress, in statute, granted Sec DHS power to determine eligibility for expedited decision, "at any time" and unreviewable. Small government!
