Not sure about that either, since media tend to report what people are talking about, and what they care about. There aren't many substantive policy issues that attract widespread public debate (although the media could probably do a better job of making them interesting.)

I dunno, I think it might be a hallmark of human nature. Not impossible to overcome, but unlikely. Even when policy is nominally at the forefront, the question is still mostly a leadership one IMO.
