"not debased" means not debased be some third party (like a central bank). There is never a guarantee of purchasing power in a free market. The price will fluctuate as demand fluctuates. Over a long enough timeline, it fluctuates upward (because of its value proposition).

Gold is very hard to secure in any size, difficult to transport and has some unfortunate centralizing characteristics, like the difficulty of assaying it
