I always assumed it was because the platforms want to use on-platform messaging, require the recipient to have an account, etc. "growth hacking" or what have you.

I think so! City proper is about 50 square miles with 500k people. Metro area is 6m people. Seems like an intensified version of SF's situation. I wonder if the Miami metro area has patchwork-of-cities governance issues similar to SF's.
