In February 2020, the city will explain to a federal judge that the Portland Police Bureau has effectively improved the way it interacts with people with a mental illness. Cases like these could make this argument a hard sell.

What's interesting about this incident is that, even w/officers on the scene trained in mental health crisis intervention (training that followed the DOJ indictment) AND the use of "de-escalation" tactics, Martin was still shot dead.

I see some people trying to compare this vigil to a riot. As someone who was actually there, I assure you it felt no different than a traditional memorial. People were holding each other, sobbing. The emotions that accompany unexpected loss of a friend are universal.
