'Fraud and error' framing is unhelpful here. Trying to precisely target every last £ might sound like common sense, but the reality is expensive and ineffective. Universal entitlement is simpler & faster to administer, prob cheaper in the long run too. ?

And there should be a darn sight more challenge to these civil service priorities. The spending review is (mostly) cancelled to deal with pandemic so why are so many bits of policy/delivery work still dabbling along when NHSTT isn’t decently staffed…

I’m reminded of when MPs (slightly theatrically) visited Sports Direct back in 2016 to check on working conditions. I wonder what a surprise visit to a virtual call centre would look like.

It's very nice how the new Test & Trace dashboard by researchers has a section on each page about data limitations and missing data, next to the usual sources and footnotes. More dashboards should do this!

I think you want words that encourage decision-making in standards design/dev eg "_are designed to_ interface and exchange"? or putting "_as easily as needed_" at end? creates more directional intent & also encourages unpicking needs in delivery? Words are hard :)

i) in UK open banking only accredited providers of financial services can interoperabilitate ii) in some health cases there is a need for evidence of effectiveness before access provided & before service provided iii) in email it's seamless
