"License portability" is not a cure all. It doesn't help folks who started practicing in unlicensed states. It's better to just eliminate licensing. But for all its flaws, the notion that license portability has fueled a criminal underground in Arizona is bonkers. /fin

What's really going on here is that the executive director of a group that represents state massage boards wants all states to have equally strict licensing requirements, a policy that just happens to reduce competition in the massage industry. /4

But people from California cannot get licenses through reciprocity because California DOES NOT LICENSE MASSAGE. The article later states that only 11 people have gotten massage licenses through reciprocity. There's no indication that a single one of them has been disciplined. /3

The only evidence is that people who are NOT eligible for reciprocity are breaking the law: "The state board has seen an upswing in Chinese nationals from California applying for ... licenses and getting disciplined by the board, many ... after arrests for prostitution." /2
