The problem with projects in big companies is often a lot of stakeholders who want to have a say. If you have one major powerful stakeholder flying cover and $$ you can go pretty fast.

Most big companies do not understand or employ this phenomenal strategy. Its absolutely true though!
Instead they a bogged down in meetings with 12+ "stakeholders" positioning for influence and power.

Hard to understand how this was possible. Basic things like tooling etc. take considerable amount of time.
Was there some prior hardware they were building on top of I wonder, or had there already been a lot of internal r&d?
Was it truly from zero?

The OP probably has a more accurate answer, but in the meantime, IIRC from other stories: he had already been researching the tech for a long time, had already proved out to be possible, and was trying to get it made. Apple basically "bought" the project by hiring him.
