Once came across someone who found a car for sale on Facebook.. met the 'owner' in a pub car park, keys handed over for cash. Car later reported stolen.. surprise surprise, turned out to have outstanding finance on it & was repossessed, nothing police could do. Caveat emptor 😐

It's a complex issue, and there are links with ADHD and drug use.. have come across young people with ADHD using class A drugs to self-medicate
