I hope those MPs who harbour intentions to reject the passing of the 19/20 are aware of the 2017 judgment in Mofomobe v Minister of Finance. The judgment basically grants the executive authority to continue with public spending despite parliament having rejected the budget.

Great. Let's take my constituency of Thaba Moea as an example; one of the most rural areas in this country. At least 80% of the villages there have no access to running water. But I tell you, the moment you read this tweet, more than half of my folks will also be reading it.
