HQ2 FOIA victory! In January I filed an open records request with D.C. for the non-disclosure agreement Amazon required all 20 HQ2 finalists to sign. Today I finally got it:

When I first requested the NDA, D.C. refused to give it to me, saying it was a trade/commercial secret. I appealed, and in April won. But even though D.C. was ordered to disclose the NDA to me immediately, it didn't — until now, 4 months later. (Better late than never, I guess.)

This is part of some ongoing FOIA fights with D.C. (and almost all HQ2 finalists) for info on the bids, primarily incentives being offered to Amazon. I was able to get those in January, albeit heavily redacted:

Not really. But it was worth FOIA'ing, if only to see how much pushback I would get (plenty) and how long it would take (too long) for something that's really pretty basic.
