They -- the president and the Senate -- have to decide what they make of the allegations, and whether they want Kavanaugh to be a Supreme Court Justice in light of them. The bureau can only give them facts to help aid that decision.

But at the end of the day, the background check is meant to help inform whether Kavanaugh is fit for the job. And the question of whether he is fit for the job is ultimately decided on by the president and the Senate....

Of course, those interviews and that evidence would help shed light on what happened. The FBI could lock in witnesses in a meaningful way, and that would help inform the White House and others on what everyone says occurred...

The FBI would not, at the end of its investigation, provide some kind of report that concluded, "We believe the accuser," or "We don't believe the accuser." Rather, they would give to the White House reports on the interviews they had done and the evidence they had collected...
