forced insurance is technically not insurance, in the sense that it is not sufficiently capitalized to cover losses, not adjusted based on levels of risk, and unable to spread risk across a broad pool. It’s political insurance, that’s all.

Well yeah, that too. The immediate/financial issue is that there’s increasing odds that the property would lose its insurance before the mortgage is paid off, which would be problematic.
