The fact that the author sees Quebec (or is it francophones? Not clear) as little more than a "vote stock" behaving like a herd is telling. Maybe, just maybe, this is why the Conservative Party in its various incarnations (with few exeptions), is not very successful in Quebec?

Unlike a President, the PM in a parliamentary system does not need to "embody" the nation. That being said, there are more than strategic considerations in having a bilingual candidate for PM of an officially bilingual country.
