4/5. on Kosovo either: Serbia rejected Ahtisaari's plan & Kosovo's declaration of independence. Important to remember as we risk repeating the same mistake: applying intl. leverage (already scarce) fully towards an imaginary deal w/Vucic on & almost none to solve .

3/5. Paddy mixed up Lajcak & Schwarz-Schilling😎, but his general point is that the shift of pol. attention to Kosovo & release of pressure on BL/BG contributed to deterioration of political climate in from 2006 onwards. Ironically, it has not incentivised BG cooperation
