If a UI design interface is changed, that gets annoying to me. Samsung particularly is guilty of this. They changed the UI design on their mobile phone and suddenly I couldn't find anything for a while. Their claim was that it was more efficient and faster to use. Bullshit.

In this particular case, that looks more like "this is the active tab" than an actually clickable button. Maybe the problem resides in converting the wrong message, not necessarily popping out. Call to actions are a thing and usually pop to the user, but they need to be explicit.
