The Starting Grants 2020 clearly outlines the Italian paradox. Italian researchers got 53 grants, 2nd after Germans. But only 20 of them are based in Italy (Vs 88 in DE). So, almost 2/3 of Italians are abroad. A story of individual excellency Vs systemic failure.

I think that any serious institution willing to hire a good researcher on a tenure track position should provide him/her adequate lab space and a startup package for five years, to make sure he/she can actually do things, and assess his/her performance at the end of the 5 years.
