if you could see the cellular mechanisms which drive this, you'd probably see valleys of rapidly dividing cells acting as repulsive force between rafts of cells which will become lateral buds.

apparently the phi angle ratio between lateral buds (and several other stable sequences) are an emergent property of basically a timer + point repulsion. perhaps it's more complex than descriptions i've come across, but if that's all it is it's a glaringly simple mechanism.
