Remove upper limit on council tax property tax on properties in top 5%, second home tax, stop subsiding private schools, ensure everbody pays tax on money earnt in the UK. Large corporations and social media to have a turnover tax. After that income tax could come down?

Total non value add, all the costs past onto the tax payer or the consumers. Don't forget the extra required in the supply chain to cater for the extra delay. Again another cost. This is not progress.
