Now is asking about specific gun manufacture rules. DPS official says those are ATF rules they can't really speak to those. Perry asks whether you need to be federally licensed to buy or manufacture a gun. DPS demures again.

I think this link will answer ' question: "A license is not required to make a firearm solely for personal use. However, a license is required to manufacture firearms for sale or distribution."

Zaffirni: What laws should we tighten? DPS: I can't speak to laws. But mentions "problem" that someone who is a fugitive of justice (has a warrant out) can legally get a gun if they have not crossed state lines.

McCraw also mentioned the fact that federal law says the FBI has to finish a background check in three days. If they don't, the dealer can legally make that sale before the check is finished.
