The way these things tend to operate is you have an executive who knows full well what's going on, but there's zero disclosure to contributors, who might write an article or appear in a video without knowing they're working for the UK government's counter-terrorism strategy.

Model is similar to the Congress for Cultural Freedom run by the CIA during the Cold War. Would promote concerts, fund exhibitions and magazines. Musicians, artists and writers kept in the dark. Great book by Frances Stonor Saunders on this, summary here:
