§396.7(b) allows you to proceed to the next safe place to have the repair made. As long as you aren't creating more hazards (ie flinging rubber), get to a safe place. If YOU wouldn't feel safe wrestling a tire in traffic where you're at, don't ask anybody else to do it.

Recaps are unsafe period. If this happens with a regular tire that means driver rode with it flat way too long, never checked tires. But as for the question, you get to a safe spot or facility and call closest tire man. If facility doesn't have one on location.
