Lots of challenges, obviously. But it’s worth thinking about. Three further ideas: (1) could add a neutral cite: {-1, 0, 1}. (2) could make it graded: [-1, 1]. (3) could leave these judgments and thus the building of the E/I graph of the literature to the open reviewers.

Thought of the day: citations should be signed (+/-); if you’re citing in agreement with the paper, it adds to its citation count. But if you’re citing in disagreement, citation count goes down.

A large proportion of open reviews should and will be signed. There always needs to be the option of anonymity—to enable reviewers to avoid social consequences. Choosing to sign lends weight to a review and contributes to a more mature open culture of rational discourse.
