Evergreen tweet. I’d add, that elections administration is often very messy - sausage factory messy - due to the many rules and procedures, moving parts, and constantly revolving workforce (both staff and volunteers). It’s actually amazing that elections work as well as they do. twitter.com/mattblaze/stat…

The problem doesn’t appear to be the manual process but the new complex reporting rules the caucus imposed on precincts, which created confusion. The manual process is what exposed the problem, not created it.

“the irregularities do not indicate an intentional effort to compromise or rig the result. There is no apparent bias in favor of the leaders Pete Buttigieg or Bernie Sanders, meaning the overall effect on the winner’s margin may be small...

“In some cases, vote tallies do not add up. In others, precincts are shown allotting the wrong number of delegates to certain candidates. And in at least a few cases, the Iowa Democratic Party’s reported results do not match those reported by the precincts.”

“The results released by the Iowa Democratic Party...were riddled with...flaws...more than 100 precincts reported results that were internally inconsistent, that were missing data or that were not possible under the complex rules of the Iowa caucuses.” nytimes.com/2020/02/06/ups…

Maybe post notice in area where you found it - person might come back there. Have you tried using an online people search service? You have person’s full name/birthdate so for a small fee you can get info about relatives and last known address.

No, the infamous email server was set up while she was SoS. I think the people who created the app were part of her presidential campaign and not part of her staff.
