After reading 's book on town halls, it's become clearer to me that some leaders have conditioned themselves to think, because it's worked for a decade, that you just have to "hear out" dissenters, get your messaging in order & then can go ahead & do whatever you want.

It doesn't matter how many "rest assured we have teams working on this" messages you send when the structural conditions (lack of a vaccine, lack of enforceable public health measures with citizen uptake, & lack of a safety net to support people) maintain conditions for failure.
