1. Overconfident. Maybe he doesn't think it's important, like hiring hotel managers. They just have to be the "best". 2. A lot more bad people have credentials than good ones. 3. Good ones would get "Flynned" 4. Made deals with donors & GOP hacks to let them do the staffing.

My guess he underestimated importance of personnel. "I'm in charge. I'll make the decisions. I'll get best most experienced people. If they don’t perform I'll fire them." But this isn't like hiring hotel managers. These people have own agenda & he handed them keys. He's trapped.
