Yes, that is what I presumed.
Just as his statement that ”climate change is an engineering problem”, which is often touted as evidence that he backs geoengineering, was clearly referring to adaptation.
Thus ”sarcasm”.

In 2017, California Gov. Newsom promised > 400k housing units / year, because housing's ave. cost was $469k.
~100k / year have been built. Ave cost is now $556k.
Newsom did not endorse SB50, which would have been a modest step in the right direction.
