installed iOS 13.3 this morning, no longer have mobile data service (only WiFi). Any ideas? (iPhone XS Max, dual SIMs installed)

Yes, a full Network Reset (Settings>General>Reset) seemed to work around this bug.

We have tons of emoji, we don't need mobile data. For me still doesn't work since version 13.

Having installed the iOS 13.3 update this morning I lost mobile data. Doing “reset network settings” (Settings > General > Reset) seems to have resolved this.
