I suspect the real reason these have leaked tonight is that Number 10 and the Treasury remain totally divided on lockdowns. The leaks are a test of public opinion by one faction, to try to force the hand of the other.

We’ve absolutely blown it. It’s too late for a circuit-breaker, and yet the government is still dithering with its failed tier systems. We’re about to have thousands more deaths, and another lockdown is inevitable. And the longer we wait, the longer it will be.

As Jason notes, Facebook uses a very blunt measure of "large sites" to decide who is safe from automatic fact-checking: it's simply the largest 5,000 sites on the internet. Hard not to see that as a hangover from its 2016-era troubles in defining "news".
