Go 1.13.2 was a security release, Go 1.13.3 had a number of non-security changes.

2M+ TLS certificates being replaced by multiple CAs because CABForum rules require 64 bits of entropy in the serial number, and they only had 63 bits. That’s a very expensive mistake - thanks to a bad default in software and misreading the baseline requirements. Never boring.
