Birch Bayh, co-author of the Bayh-Dole Act of 1980, died today at the age of 91. The Bayh-Dole Act is perhaps the most influential law you've never heard of. Commercialization of many technologies invented at America's universities was enabled by this law.

The program will take a different form this cycle. Applicants first submit a summarized "project pitch" to NSF; if applicants clear the bar, they will be invited to submit a full proposal. Applicants are spared the trouble of applying if they are unlikely to qualify.
