I think you may be onto something. Maybe someone from a base expeditionary support group, USACE, ect could come up with a report for Rube-Goldberging together some kind of expedient structure reinforcement procedures?

Data can trickle out through kernalized data even with intermittent signal. Ive had the text message app say theres no signal only for it to eventually go out as an intermittent signal comes and goes. Can't do that with a voice-based system. The amount of data required is massive

Speculated about this being the issue after a report about 'thousands' missing in the Mexico Beach area. Emergency workers & government ALWAYS get priority to whatever land & cell service is left, so use text messages. Low bandwidth and digital data- better chance to get through

Guess they have relaxed their opsec crackdown on personal communication devices. A few weeks ago I heard fighters in Donbas had their phones confiscated as a measure against this sort of thing.
