In the absence of publicly available footage or photographs, it's quite impossible to be sure what those Iranian boats were doing exactly. One thing is certain: you can't stop a crude carrier measuring 274m × 49m with puny Tupperware boats...

Furthermore, there is confusion over the location of the reported incident. Most media say it was in the Strait of Hormuz, but according to the BBC it was not there but in the Gulf proper, near the disputed island of Abu Musa.
