So the government conducts a beach cleaning campaign blaming the citizen for the current water pollution, makes people pick up the trash that it should be picking up, only to take all those bags picked up and dump it at the garbage mountains we have BY THE SEA.

Are you just gonna move the waste temporarily to burj hammoud landfill so they would end up in the sea again? You haven't been very serious about implementing any strategy for a circular economy and the waste you will pick up will be doubled next year
