This paper had the biggest subjective "wow" factor for me at #NeurIPS2019: "Deep Set Prediction Networks"
by Yan Zhang, Jonathon Hare, Adam Prügel-Bennett arxiv.org/abs/1906.06565. The idea is very simple, and yet I find it mind-blowing.
