Maryland Chief Judge Mary Ellen Barbera swore in Gov. Hogan yesterday. During his second term Gov. Hogan will have the opportunity to appoint 5 of the 7 judges on MD's top court. Barbera will reach mandatory retirement age (70) in Sept of 2021.
