I don't buy it. GOP have dispersed as well as packed in Dem voters. You can do the same to draw instead of abusive ones. Here's Austin spreading concentrated Dems around (abusively):

Maps showing most recent decade during which Dems won a majority of seats in each state leg chamber. Dems won a majority of seats in the state senates of MT (2006), ND (1992), SD (1992) more recently than those of MI (1982), OH (1982), & PA (1978). Time for , eh?
