Yet more behavior in the app today. I opened the app, saw a '3' on the notifications icon on the bottom row, so moved my finger to tap on it. Just before my finger touched the screen, some sort of popup box appeared over 1/5

I can absolutely confirm: is real with now. It is the Music app and also what they do with the Apple Watch, where they offer you a “check” if all features are setup correctly, and then basically scare you into missing out on new health features new models. 👎
