Ignoring slight mipmapping issues, that's an efficient triakaideca-planar shader up and running! (UV coordinates interpolated so there's only one texture lookup, mesh UVs tell it what block to use (offset on a spritesheet))

The "simulation" speed is kind of slow but keep in mind that it's working at 64x the minecraft resolution and voxels could be scalar fields or one of the many block types. Lots of special cases.

If the "source" is blocked water will "dry out" after a while. Also any kind of state model (like doors) works with fluid.

Did some more work on the fire simulation. Fire will now turn wood into charcoal, grass into soil and foliage into nothing. The house owner is not happy about it.
