The sad reality is that Nova Scotia has a proponent-driven economy. We saw this with the Fall River Quarry, where residents were overwhelmingly opposed - as was council - to the project, but the proponent got what they wanted anyway.

I’ll go out on a limb here and suggest that the councillor or councillors who follow Scotians’ ‘suggestion’ of making two amendments, likely already knew the suggestion was coming from the applicant.
