Rewarding students for exemplary behavior does not teach struggling students the skills they need to model that same behavior. The reward reminds them how lacking they are. Shame doesn't lead to improved confidence, behavior, or social skills.

The culture of silencing and retaliation in makes it really hard to report on what is going on in a district. Not only that, but parents have trouble figuring out if their child needs to be evaluated for a or given different services.
